Anne Rounds Masters served as Secretary and President (1977/78) of the Oklahoma Library Association. She worked with the State Department of Education and others in OLA to pass legislation for School Library Media Grants during her presidency. Those grants established and improved library media programs statewide. She served as Legislative Committee Chair on three occasions and collaborated with the Pioneer Library System to develop the Partners in Progress Legislative Breakfast in l979, a public and school library advocacy event that continues today. She received the OLA Distinguished Service Award (1981) and the OLA Meritorious Service Award (1990).

For 29 years (1972 – 2001) Anne served as the Director of Media Services for the Norman Public Schools. She served on the American Association of School Librarians Executive Board and Executive Committee. In l989 the NPS library media program was the winner of the AASL/EBE National School Library Media Program of the Year. In the 1970s and 80s, the Norman Public Schools set the standard for school library media programs in Oklahoma in the areas of staffing, facilities, flexible scheduling, instructional technology, curriculum integration, and professional development for school library media specialists.

In 2001 Anne became the Associate Director for System Services for the Pioneer Library System. In 2002 she was selected as a member of the Public Library Association’s Train the Trainer cadre.
